
Joe Carrillo

Joe Carrillo is currently the Deputy Director of Human Resources for Pierce County the second largest County in Washington. Joe has worked for Pierce County for the last 23 years; 22 of those years were as the County’s Labor Relations Manager.
Joe has over 30 years of experience in all aspects of Human Resources and Labor Relations in the Public Sector. Prior to Pierce County, Joe was employed by Orange County, California as an Employee Relations Analyst. His many years of experience include contract negotiations, labor and employee relations, recruitment and selection, classification, compensation, benefits administration, and training and development. Over the years, Joe has negotiated or supervised the negotiation of over 100 collective bargaining agreements for many classifications of employees.
Joe has also investigated or supervised the investigation and imposition of hundreds of disciplinary actions. For the last seventeen (17) years, Joe has also served as a private Consultant to Management and as a speaker and trainer. In addition, Joe has testified in Federal Court as an “Expert Witness” on Human Resources issues.
Joe received his Bachelors Degree in Public Administration and his Masters of Public Administration from California State University at Dominguez Hills. He also has a Certificate in Risk Management. Joe is Past President of the Washington Public Employer Labor Relations Association and currently serves as the Chair of the Community Diversity Advisory Committee for Bates Technical College.
